Legal Clarification of Ministry of propagation of Virtue, Prevention of Vice, and Hearing Complaints

 

Under the directive of the esteemed leader Sheikh Sahib (may Allah protect him), the Ministry of propagation of Virtue, Prevention of Vice, and Hearing Complaints has ratified two laws: one concerning the propagation of virtue and prevention of vice, and the other regarding the resolving of complaints. Both are considered official and enforceable legal instruments.

These laws have been prepared by the Ministry in two separate official documents, each divided into distinct chapters, articles, and legal provisions. These laws are applicable throughout Afghanistan, without discrimination, and are binding upon all citizens.

Types of Complaints

#Legal classification of complaints consists of three main categories:

•          Type One: A complaint filed by a civilian against another civilian.

•          Type Two: A complaint filed by a military individual against another military individual or a governmental institution.

•          Type Three: A complaint filed by a civilian against military officials, institutions, or Judicial Courts.

Explanation of Legal Interventions:

Category One: These are complaints that occur between ordinary citizens. Such complaints primarily fall under the jurisdiction of judicial and legal institutions, such as courts and criminal investigation authorities. The Ministry does not have the legal authority to intervene in the process of addressing this type of complaint.

Category Two: These are complaints filed by a military individual against another military individual or a military institution. Such complaints fall under the jurisdiction of military courts, and in these cases as well, the Ministry does not have the legal authority to intervene

Category Three: These are the most important types of complaints, which involve cases where a civilian files a complaint against a military official, a court, or a government institution. Such complaints fall directly under the jurisdiction of the Ministry of Promotion of Virtue and Prevention of Vice, and this Ministry is fully committed to hearing, evaluating, and addressing these complaints diligently.

The aforementioned Ministry assures you that if your complaint is documented and based on evidence, your voice will be heard, your issue will be addressed, and a fair and rightful decision will be made.

•          Complaints must be documented, precise, and based on evidence.

•          Do not have any threats, pressure, or concerns.

•          The directive of the esteemed leader Sheikh Sahib (may Allah protect him) is that people’s problems should be addressed seriously, their voices heard, they should be treated with compassion and justice, and the path of truth should be made accessible to them.

Important Reminder:

It is hoped that dear compatriots will submit their complaints within the framework of this Ministry’s jurisdiction. Complaints that fall outside our legal scope should be referred to the relevant authorities so that neither we become unnecessarily burdened nor you face any difficulties.
